Public Governance

We were the first in Lithuania to organise public governance studies, therefore we can guarantee high quality of studies, experience, and professionalism. Studies are meant for those who aspire to become strong public governance specialists who know public governance theories and practices, values and ethics, principles of civil society and volunteering, main social research methods, and who are able to apply them in management activities of public sector. Since 2019 the programme offers dual degree with University of Central Florida (USA).

The programme is focused on key issues of governance and non-profit leadership in a globalising world and allows students to acquire a thorough understanding of how public policies affect the outcomes and citizens in a context of changing political and social settings.  This will allow them to develop well-designed policies and systemic reforms that will enhance the effectiveness and legitimacy of national and transnational public policies and administrative system.  The programme provides students with a unique possibility to achieve professional knowledge and practical skills in public governance and leadership on both sides of the Atlantic.

The study programme aims to bring experience and professionalism as well as global awareness and competency in public administration to students who are keen to become leaders in the public and nonprofit sector.

Dual Degree

Dual degree programme with University of Central Florida

The programme is unique because, for the first time in the history of higher education, European and American academic systems are running together. The programme is the first of its kind in BA studies of public administration. The students will spend first two years in Lithuania, studying the courses at KTU compatible with the courses at UCF. From the third year, KTU students study together with UCF students in a joint group, sharing their study time between Lithuania and the United States.


Knowledge of Public Governance processes

The graduates will be public governance leaders with global awareness and competency in public administration and non-profit management. They will have the skills of community leadership, and knowledge of building and managing public programmes and policies both in Lithuania and overseas. The students will be competent in managing contemporary multicultural challenges, issues of human resources, and become experts in managing global public governance systems.


Broad career prospects

The graduates will be able to work in managing and administrative positions, at public administration institutions, non-governmental organisations, business companies, on both national and international levels.
Study programme offers many possibilities to do internships in various institutions both in Lithuania and abroad (EU, USA, etc.).


Strong analytical competencies

The study program aims to educate future public sector professionals with high analytical competences that empower them to formulate and implement data-driven and evidence-based public governance decisions. Study process involves intensive training in quantitative and qualitative data analysis and presentation skills. Trying to answer practical public governance questions students use empirical data collected by different social research projects and public institutions that are stored at the Lithuanian Data Archive for Social Sciences and Humanities hosted at the KTU.

This study programme is perfect for those who want to gain not only theoretical, but also practical knowledge about the public administration system in Lithuania and its’ international practices. We have been partners with the representatives of the KTU Public Governance study programme for quite a while now, every year I am invited to be the chairman of the Quality Committee. We also invite students to do their internships in our organisation, allow them to contribute to the decision-making process regarding issues relevant to the city of Kaunas. The graduates of this study programme gain various competences necessary in civil service, such as critical thinking, ability to communicate with nationals, ability to apply various tools of public governance, and others.

– Able to establish public management priorities, formulate objectives and tasks, implement them and assess public programmes and projects;

– Able to perform analysis of public management processes, identify and distinguish results and long-term consequences of public policy, assess significant alternatives according to the set priorities of public policy;

– Able to identify practical problems of public management and prepare recommendations for their ethical solutions, individually select management measures used in the public administration practice applying various analytical instruments.

Specialist of administration and executive areas

Maintenance of communication of the organisational division, implementation and maintenance of document preparation and coordination of internal management;
Cooperation and maintenance of communication regarding various issues related to the organisation’s operations;
Guarantee of compliance with respective legislations, regulating documents and standards.

Policy and administration specialist

Review of the applied policy and legislations aiming to identify discrepancies and obsolete provisions;
Assessment of impact, financial consequences, synergies with other programmes, political and administrative viability policy;
Review of operations and programmes, performance of threat and risk assessment, and their management.

Public service specialist

Review of the applied policy and legislations aiming to identify discrepancies and obsolete provisions;
Performance of  threat and risk assessment and their management;
Writing of official or technical letters and preparation of replies to them.

Management and organisation analyst

Review of operational processes and consultations on deviations from procedures and standards;
Assistance in establishment of objectives, strategies and plans aiming for increased customer satisfaction;
Performance of work research and review while analysing the applied and proposed methods and such procedures.

The entry qualification documents are accepted in the following languages: English / Russian.

The documents must be legalised (Apostille) by the Ministry of Foreign Affairs of the country where the documents were issued. This requirement does not apply for the documents issued in the EU and Belarus, Ukraine.
