Public Administration

KTU was the first to organise Public Administration studies in Lithuania. Studies are meant for those who aspire to become very competent specialists of public administration. The graduates of the programme are able to analyse and to assess public administration processes in comparative perspective by combining various scientific approaches to investigate and ethically solve problems of public governance.

Public Administration master’s programme  in a part time mode is available also in Tauragė and Kretinga.

Student’s competences:
– Knowledge of economic, social, legal and political public administration context;
– Knowledge of principles and values of public policy and public administration, selection of innovative management measures in the activities of public sector;
– Change and innovation management in public sector and public management organisations.


Student’s skills:
– Able to establish public management priorities, formulate objectives and tasks, implement them and assess public programmes and projects;
– Able to perform analysis of public management processes, identify and distinguish results and long-term consequences of public policy, assess significant alternatives according to the set priorities of public policy;
– Able to identify practical problems of public management and prepare recommendations for their ethical solutions, individually select management measures used in the public administration practice applying various analytical instruments.



You may become

– Maintenance of communication of the organisational division, implementation and maintenance of document preparation and coordination of internal management;
– Cooperation and maintenance of communication regarding various issues related to the organisation’s operations;
– Guarantee of compliance with respective legislations, regulating documents and standards.

– Review of the applied policy and legislations aiming to identify discrepancies and obsolete provisions;
– Assessment of impact, financial consequences, synergies with other programmes, political and administrative viability policy;
– Review of operations and programmes, performance of threat and risk assessment, and their management.
